Islam is from Srijangram, Bongaigaon district, Assam. He is the son of the late Abdul Mannan. He did his B.Sc at Abhayapuri College which is affiliated with Gauhati University in 2003. He is a trader and declared assets worth Rs.5 crore in his affidavit to the Election Commission of India.
Islam won the newly established Srijangram Assembly constituency (formed in 2023 following the delimitation process in Assam) representing the Indian National Congress in the May 2026 Assam Legislative Assembly election.
He polled 1,06,716 votes (47.47% of the total vote share) and defeated his nearest rival, Rejaul Karim Sarkar of the All India United Democratic Front, by a margin of 18,305 votes as part of the Asom Sonmilito Morcha (ASM) alliance.
